It also seems like it has to be on the long rod, so no short rods like they use when kayaking baits out. I propose that a long rod by definition should be 10ft or longer.

Haha maybe if I were in Cali.
Psoul is SoCal based so I think it should be a California bet, and I think long rods are 10ft or longer but if it's a cast bait it should count.
No piers, casting only and has to be done since being a member?
Of course it would be a by catch scenario and who ever lands one will weed through plenty of leopards and soupfin in the process.
